The aim of the work of evaluation research carried out by the IRPPS at the request of the IOM is to provide interpretative and knowledge tools for planning, to support policy decision-making, to improve intervention methods in the development cooperation sector, and to allow beneficiaries and donors to integrate the experience gained in implementing the project. The evaluation is intended to express a judgment on the logic underlying the intervention and its relevance to the problems addressed, to the analysis of the project action in relation to the attainment of the objectives, to the efficacy, sustainability and impact of the project, as agreed with the IOM at the time of the assignment of the evaluation task. The approach to the evaluation is based on the guiding principles of Italian Cooperation and the IOM as specified in the TORs, the guidelines of the Network on Development Evaluation of the OECD and those of Italian Cooperation. In order to take into account the complexity of the project and the issues addressed, the evaluation method adopted was eclectic and comprehensive in nature and involved combining both quantitative and qualitative techniques, including SWOT analysis with reference to project sustainability. On the basis of the knowledge gained through the revision of the project documentation, meetings with the project actors, field inspections, and qualitative investigation, the evaluation team considers that the following evaluations may be made
