Attached to this document the technical background to the MEPC63/4/10 submitted by Italy is provided. This study is done by Piattaforma Tecnologica Nazionale Marittima (PTNM) according to the terms of references of paragraph 3. The EEDI reference line is calculated on the base of the formulation given in MEPC.1/ Circ.681. Based upon the method of calculation of the PAE, this report is divided into two main streams. In Stream A the PAE is calculated according to the formulation given in MEPC.1/Circ.681 paragraphs 2.5.5.6.1 and 2.5.5.6.2. In Stream B the PAE is calculated according to the formulation given in MEPC62/6/4. A detailed analysis has been carried out considering several options. ?GT as capacity (paragraph 10.1 and 19) ?Displacement as capacity (paragraph 10.1) ?Different lower GT (paragraph 13) ?Different ship service (paragraph 14) ?Separation into 2 different groups according to the installed power (paragraph 15) ?Equivalent gross tonnage as capacity (paragraph 16) ?DWT as capacity (paragraph 16) ?Speed as parameter (paragraph 18 and 22) The Consortium believes that the STREAM B is the only correct for the Ro-Pax ship category and that the EEDI reference line calculated according to paragraph 22 is the best solution.
