The main purpose of this report is to gain an insight into existing European practices and methodologies related to resource consumption forecasts. It focuses focus on examining the alternative methods that are best suited to the local level. Based on the outcomes a methodology for energy consumption and waste production forecast will be proposed in order to support the policy making and strategic planning methodology developed under WP4/Activity 4.2. The report begins by briefly presenting the current European resource efficient policy and the relevant terminology and definitions. It then highlights the RE-SEEties approach towards resource efficiency analysis, focusing on energy and waste management. Consequently it proceeds in describing basic concepts of urban system analysis in terms of energy and waste. Further on the most frequently used methods for energy and waste forecasting are presented along with current examples and best practices.
