The overall objectives of the study are to: o Assess the role of the regional and local authorities in achieving good MSW performance and determine what the interactions are between the federal, regional and local levels; o Identify the drivers that enable certain regions to make good achievements and the barriers that slow the progress of other regions towards better performance; and o Distinguish lessons learnt from better implementation - investigate to what extent initiatives taken in the well-performing regions can be shared and used by other regions.
