The report also seeks to uncover the key tools used in this process, and extract key lessons from regions that have a well-functioning waste management system. Six regions have been selected for assessment for the period 2000 to 2013: The Italian regions Campania and Lombardy, the Polish regions Lodz and Warminsko-Mazurskie and the Spanish regions Castilla-La Mancha and Catalonia.
