Report of WP3 of an Intelligent Energy - Europe (IEE) project: SECHURBA Sustainable Energy Communities in Historic URBan Areas. Contract N°: IEE/07/695/SI2.499394 Task 3 Design of Intelligent Energy Application Tool for Historic Buildings. This task involves the development of a new, highly innovative and comprehensive Intelligent Application Tool to identify appropriate sustainable energy solutions and achieve best practice in complex situations such as historic buildings. A systematic, conceptual framework forms the basis of the tool related in its structure to the planning processes as applied to historic building refurbishment. Qualitative and quantitative questions within this framework will provide the first step in case study analysis. The Tool will be developed from Multi-Criteria Analysis (MCA) and used to evaluate buildings for RES and RUE at two levels: first evaluating energy saving opportunities against physical characteristics, secondly a MCA to respect aesthetic and historic features, energy saving systems, and financial and administrative support. Environmental and technical indicators for the MCA will be developed alongside the economic costs and benefits of sustainable energy technologies. Best practice outputs will be guaranteed by incorporating qualitative, independent contributions from key actors and target groups including WP2 participants. This will involve the quantitative analysis (scoring, ranking, weighting) of a wide range of impact and sustainability criteria including: functional uses related to culture and heritage, suitability of energy saving and energy efficiency technologies, long-term impacts of any structural alterations, local context, and the appropriateness of technologies from an aesthetic and performance perspective.
