Proposal for Human Capacity Building calls within Common Programs

Considering the quickly evolving needs of new capacities at pan-European level, the distinctive feauture at basin level, and the different schemes of funding initiatives addressed to Human Capacity Building, this report suggests some guidelines for the implementation of one or more HCB actions in the framework of SEAS-ERA Common Programmes (CPs) and Joint Calls (JCs). The main aim is to provide good practices to possibly carry out some initiatives in the framework of SEAS-ERA, or at least to share them with other projects and initiatives for future programs on HCB. To achieve this objective, the report presents: oa list of of possible HCB initiatives and a general methodology to realize them othe present situation of SEAS-ERA works at Basin level oan overview of HCB initiatives in the framework of Collaborative Projects funded under Joint Calls of previous marine ERA-NETs, and suggestions on CB initiatives for the projects granted under the first SEAS-ERA JC. Finally, it propose how to efficiently implement HCB activities in the framework of CPs and JCs.
