This book launches the series "Institutions, Autonomy, Europe" in collaboration with the publisher Rubbettino. The goal of the series is to face the current issues of our political and institutional system critically and proactively, taking into account the evolutions of international and European processes. The first book of the series concerns the matter of public administration, long neglected, even though a large amount of essays has highlighted the cultural backwardness of the PA in our country. The book can be summarized in eight keywords: personal interest, evaluation, employment, reform, spending, privilege, decentralization and competition; each of them is analyzed in a specific chapter. The book thinks and suggests on public administration in simple and open language starting from the skeptical theories of the "Public choice" by James Buchanan and Gordon Tullock. Particular attention is paid to the issue of the reform of public administration, being aware that doesn't exist the "Reform" (with a capital r) but the change is a continuing job. The proposals do not aim to the perfectionism but to pragmatic improvements. The matter isn't tackled with ideological approach but in a quantitative way by adopting the principles of Popper's realistic reformism ("piecemeal"). The real effect of every reform action is played in the last detail of his implementation.
