For the Public Administration the accountability, that is the responsibility of an organization to explain to its own governing bodies, legal authorities and in general to its own stakeholders decisions and activities, makes necessary the realization of a system to underline the relationship between choices made, costs incurred and results obtained. In public sector it's not simple to find systems that allow to estimate completely activities and performances of a specific research institute. Often it focuses exclusively to the products and to the results of research and not how they are obtained, omitting the process that leads to these results. The performances of a research institute should be evaluated through the matching between the component technical-administrative and scientific component, namely by interaction between standardized processes (such as orders, missions, payments, maintenance of equipment, management of infrastructure to support the research, etc...) and research activities. In the evaluation process you need to consider all the variables, useful for estimating in the best way, like inputs, outputs and outcomes, useful for the pursuit of the institute mission. To do this, is necessary to analyze the classic instruments of performance measurement used in business and production, reworked to track, as closely as possible, the performance of a research institute (forming part of a Public Research Institute) and correlated with the results reached by the facility.
