The Report on the Economies of the Mediterranean presents an updated summary of the socio-economic research conducted by the Institute for Studies on Mediterranean Societies (ISSM) of the National Research Council (CNR). The Report has been published since 2003 and has an annual frequency. Objectives In recent years, international economic relations and political conditions in the South-Eastern Mediterranean countries have been changing. In this context of major change, the objectives and instruments of the European Mediterranean policy need to be reconsidered, in order to gather together elements useful for strengthening it and suggesting new orientations. A relaunching of cooperation strategies between the banks of the basin requires a good knowledge of the structural characteristics and political and economic dynamics of the economies of the southern and eastern shores of the basin. The Report aims to respond to a demand for knowledge of these dynamics, which comes from economic and institutional actors and which is also reflected in the university and postgraduate training offer, which often identifies the Mediterranean as a case study representative of relations between the North and South of the world. The Mediterranean is a very integrated space within it, as the data on interchange and logistics show in a clear way, but it also presents all the critical aspects of an inhomogeneous space in which countries with deep economic inequalities, various indicators of human development, processes of democratization in progress and the results still uncertain and conflicts never dormant that feed a perennial state of political instability enter into contact. Therefore, while maintaining its character as a permanent observatory on the Mediterranean Economies, it is hoped that the Report will gradually open up to political-institutional issues, instruments of analysis essential for reading an international scenario in which geopolitical and geoconomic dynamics have a decisive influence on global economic growth. The reflection on the future of cooperation on the need for a rethinking of Euro-Mediterranean policies, which also emerges from the most recent Community programmes such as Horizon 2020, stems from the awareness that global economic instability requires the search for regional responses, since the negative repercussions of the crisis on national markets and the need to build new development paths based on the strengthening of intergovernmental cooperation are evident. The Report on the Mediterranean economies is intended to represent an original publication compared to other research products in Italy. These relations are characterized by an exclusively political focus, analysis of Euro-Mediterranean relations and identification of foreign policy strategies to manage emergency situations (control of political instability outbreaks, management of migration flows) or solely for the economic cutback, to support companies interested in investing in SEMCs. The ISSM report would like to place itself at the intersection of these two different disciplinary approaches, a product of research and reflection able to make politics interact with the economy. Moreover, the report does not only aim to update the state of the various areas of economic interest examined, but also to propose interpretative lines, present facts and figures, giving them a reading capable of capturing the current trends. Focus As already indicated in the objectives, the report aims to be an observatory on the dynamics of socio-economic cooperation in the Euro-Mediterranean context, analysed in their fundamental aspects (population, trade, foreign investment, environment, etc...) and focused on Euro-Mediterranean relations and interdependencies that are manifested between the three shores of the basin. The report could be of great usefulness to give a new impetus to the politics of Italy in the Mediterranean, which loses commercial positions on the southern and eastern shores of the basin to the advantage of non-EU European powers, such as Germany, and sees its logistical centrality diminished, with the downgrading of Italian ports increasingly exposed to competition from other Mediterranean and South-Mediterranean European airports. The need that Europe has to manage complex phenomena, such as migratory pressure, the presence of old conflicts that have never been resolved on the south-eastern shore of the basin (the Arab-Israeli conflict, the continuous inter-ethnic tensions in Lebanon) and new civil wars in Libya and Syria, the request for asylum of populations in a state of war, imposes a change of course and requires the overcoming of a Mediterranean seen from the North. Only from a cross-referenced look at the Mediterranean societies analysed in their mutual interdependence, can a common strategy emerge that values convergences of political objectives and economic complementarities. Guidelines To date, the report has been proposed as a useful tool for experts from different disciplinary backgrounds, institutions, economic operators and also as an effective teaching tool for students of university courses and masters courses that have as a case study in the Mediterranean area. A re-launch of the Report implies its wider diffusion throughout Italy, which could involve the Chambers of Commerce, banking foundations and associations representing companies producing goods and services. The fundamental role they play in the processes of internationalization of the national production system and in the promotion of Made in Italy on international markets, makes these organizations and the dense network of organizations and associations that belong to them, interested parties to the economic information provided by this publication. Statistical data An important contribution of the Report is to provide up-to-date data on Mediterranean countries. At the intersection of 3 continents, the Mediterranean does not appear systematically in any database and it is not easy to access the main economic indicators concerning the region. The data collection work that has been done over the years by the various contributors of the Report could be systematised and made available in the next edition. A series of statistical data is already available in the Mediterranean Economies Database of the ISSM.

Il Rapporto sulle Economie del Mediterraneo presenta una sintesi aggiornata delle ricerche di carattere socio-economico sul Mediterraneo condotte dell'Istituto di Studi sulle Società del Mediterraneo (ISSM) del Consiglio Nazionale delle Ricerche (CNR). Il Rapporto viene pubblicato dal 2003 ed ha una cadenza annuale. Obiettivi Negli ultimi anni, le relazioni economiche internazionali e le condizioni politiche nei paesi del Mediterraneo sud-orientale sono in fase di trasformazione. In questo quadro di forte cambiamento, gli obiettivi e gli strumenti della politica mediterranea europea vanno riconsiderati, allo scopo di raccogliere elementi utili a rafforzarla e a suggerirle nuovi indirizzi. Un rilancio delle strategie di cooperazione tra le rive del bacino richiede una buona conoscenza dei caratteri strutturali e delle dinamiche politiche ed economiche delle economie della riva Sud ed Est del bacino. Il Rapporto vuole rispondere a una domanda di conoscenza di queste dinamiche che proviene da attori economici e istituzionali e che trova riscontro anche nell'offerta formativa universitaria e post universitaria che individua spesso il Mediterraneo come caso studio rappresentativo delle relazioni tra il Nord e il Sud del mondo. Il Mediterraneo è uno spazio molto integrato al suo interno, come i dati sull'interscambio e la logistica mostrano in maniera evidente, ma presenta anche tutte le criticità di uno spazio disomogeneo all'interno del quale entrano in contatto paesi che presentano profonde diseguaglianze economiche, diversi indicatori di sviluppo umano, processi di democratizzazione in fieri e dagli esiti ancora incerti e conflitti mai sopiti che alimentano un perenne stato d'instabilità politica. Pertanto, pur mantenendo il suo carattere di osservatorio permanente sulle Economie del Mediterraneo, si auspica una graduale apertura del Rapporto ai temi di carattere politico-istituzionale, strumenti di analisi indispensabili per leggere uno scenario internazionale in cui le dinamiche geopolitiche e geoconomiche influenzano in maniera decisiva la crescita economica globale. La riflessione sul futuro della cooperazione sulla necessità di un ripensamento delle politiche euromediterranee che emerge anche dai programmi comunitari più recenti come Horizon 2020, nasce dalla consapevolezza che l'instabilità economica mondiale impone la ricerca di risposte regionali, poiché sono evidenti le ripercussioni negative della crisi sui mercati nazionali e la necessità di costruire nuovi percorsi di sviluppo basati sul rafforzamento della cooperazione intergovernativa. Il Rapporto sulle economie del Mediterraneo vuole rappresentare una pubblicazione originale rispetto ad altri prodotti di ricerca in circolazione in Italia. Tali rapporti si caratterizzano per un focus esclusivamente politico, di analisi delle relazioni euro-mediterranee e d'identificazione di strategie di politica estera per gestire situazioni di emergenza (controllo dei focolai d'instabilità politica, gestione dei flussi migratori) o per il taglio esclusivamente economico, di supporto alle aziende interessate a investire nei PSEM. Il rapporto ISSM vorrebbe collocarsi all'intersezione di questi due diversi approcci disciplinari, prodotto di ricerca e di riflessione in grado di far interagire la politica con l'economia. Inoltre, il rapporto non vuole limitarsi a un aggiornamento dello stato dei diversi ambiti d'interesse economico presi in esame, ma intende proporre linee interpretative, presentare i fatti e le cifre, dando loro una lettura capace di cogliere le tendenze in atto. Focus Come già indicato negli obiettivi, il rapporto vuole essere un osservatorio sulle dinamiche di cooperazione socio-economica in ambito euromediterraneo, analizzate nei loro aspetti fondamentali (popolazione, commercio, investimenti esteri, ambiente, etc..) e focalizzate sulle relazioni euro-mediterranee e sulle interdipendenze che si manifestano tra le tre rive del bacino. Il rapporto potrebbe essere di grande utilità per ridare slancio alla politica dell'Italia nel Mediterraneo che perde posizioni commerciali nella riva Sud ed Est del bacino a vantaggio di potenze europee extramediterranee, come la Germania e vede ridursi la sua centralità logistica, con il declassamento dei porti italiani sempre più esposti alla concorrenza di altri scali europei mediterranei e sud-mediterranei. L'esigenza che l'Europa ha di governare fenomeni complessi, come la pressione migratoria, la presenza di vecchi conflitti mai risolti nella riva sud-orientale del bacino (il conflitto arabo-israeliano, le continue tensioni interetniche in Libano) e di nuove guerre civili in Libia e Siria, la richiesta di asilo di popolazioni in stato di guerra, impone un cambiamento di rotta e richiede il superamento di un Mediterraneo visto da Nord. Solo da uno sguardo incrociato sulle società del Mediterraneo analizzate nella loro reciproca interdipendenza, può emergere una strategia comune che valorizzi convergenze di obiettivi politici e complementarietà economiche. Destinatari Sino a oggi il rapporto si è proposto quale strumento utile agli esperti di diversa provenienza disciplinare, alle istituzioni, agli operatori economici e anche come efficace strumento didattico rivolto agli studenti dei corsi universitari e dei master che hanno come caso di studio l'area mediterranea. Un rilancio del Rapporto implica una sua più ampia diffusione sul territorio nazionale che potrebbe coinvolgere le Camere di Commercio, le Fondazioni bancarie e le Associazioni di rappresentanza delle imprese produttrici di beni e servizi. Il ruolo fondamentale che esse svolgono nei processi di internazionalizzazione del sistema produttivo nazionale e nella promozione del made in Italy sui mercati internazionali, rende queste organizzazioni e la fitta rete di organismi enti e associazioni che ad esse fanno capo, soggetti interessati alle informazioni economiche fornite da questa pubblicazione. Dati statistici Un contributo importante del Rapporto è fornire dati aggiornati sui paesi del Mediterraneo. All'intersezione di 3 continenti, il Mediterraneo non figura in maniera sistematizzata in nessuna banca dati e non è facile accedere ai principali indicatori economici che riguardano la regione. Il lavoro di raccolta dati che nel corso degli anni è stato fatto dai diversi contributori del Rapporto potrebbe essere sistematizzato e reso disponibile nella prossima edizione.
