The evolution and transformation of North African migration systems is complex. Sub-Saharan Africans are increasingly migrating to North African countries with some using the region as a point of transit to Europe and some remaining in North Africa. The importance of the phenomenon for the EU makes it keenly relevant for the European Commission to continue incorporating the questions related to migration in its cooperation with third countries. The Regional Development and Protection Programme for North Africa (RDDP NA) aims at improving protection and enhancing development prospects of migrants, refugees and local communities in some countries of North Africa, which are both areas of origin, transit and destination of migratory flows. Italy is the lead of the RDPP NA consortium which is managed by the Italian Ministry of Interior and financially supported by the EU Commission (DG-HOME) with the Asylum, Migration and Integration Fund. According to this Program, the Italian Ministry of Interior - Department on Civil Liberties and Immigration, has promoted actions aimed at facing the causes of the migrations, through the support of projects involving international cooperation and/or collaboration and assistance with third countries in the areas of migration and asylum. Such projects have a wider scope of application which also includes some countries of origin of migratory flows towards North Africa. Under the RDPP NA Program, the Institute for Research on Innovation and Services for Development of the Italian National Research Council (IRISS-CNR) has received a grant for the realization of the project "Innovation in society: training paths and human capital enhancement in Sudan" (INSO). The project aspires to contribute to socio-economic development of Sudan, an area of origin, transit and destination of migratory flows, by improving knowledge and skills development of university students and their integration in the labour market. It is based upon the realization of a training program, to be performed with the participation of local institutions, which will operate as a tool for the knowledge transfer and the setting up of local and transboundary networks. Target groups of the training involve about 150 students of Sudanese universities and also university professors and staff members of the Ministry of Higher Education and Scientific Research of the Republic of Sudan. The duration of the project is 21 months. SPECIFIC OBJECTIVES oStrengthen the know-how of the students enrolled in university programs of Honours in "Computer Science" and "Information Technology" in public and private Universities; oAssist lecturers and other staff from local Universities in their professional and vocational orientation activities as well as staff members of the Ministry of Higher Education and Scientific Research of the Republic of Sudan in order to reinforce relationships among local universities and entrepreneurial and administrative sectors; oTo promote practical experiences in Sudan. PROJECT SECTIONS The training program is articulated in the following activities: oWorkshops addressed to students from public and private Sudanese universities enrolled in the BSc Honours in "Computer Science" and the Diploma or the BSc in "Information Technology", meeting specific training needs of the local administrative or/and entrepreneurial institutions. The above mentioned activities will be held in Khartoum through face-to-face lectures and from Italy through a e-learning platform; oTraining activities by IRIIS-CNR and CAP addressed to academic lecturers in charge of professional and vocational orientation activities and for staff members of the Ministry of Higher Education and Scientific Research of the Republic of Sudan; oInternships for university students to be hold at governmental institutions or agencies and local private sector institutions.
Il complesso sistema migratorio del Nord Africa è in continua evoluzione da svariati decenni. Si registra un'intensificazione dei flussi migratori che hanno origine dall'Africa subsahariana e transitano attraverso il Nord Africa per giungere in Europa. Rispetto a questo fenomeno vi è un crescente interesse da parte dell'UE attraverso vari programmi di cooperazione internazionale con i paesi del continente africano, tra cui il "Regional Development and Protection Programme for North Africa" (RDPP NA) che mira a proteggere i migranti ed i rifugiati e a promuovere lo sviluppo socio-economico di alcuni Paesi dell'Africa settentrionale che sono aree di origine, di transito e di destinazione dei flussi. L'Italia ha assunto la leadership del Consorzio dei 14 Stati membri dell'UE che hanno aderito alla realizzazione dell'RDPP NA, gestito dal Ministero dell'Interno italiano e finanziato per il 2015 dalla Commissione UE - DG HOME con le risorse del Fondo europeo Asilo, Migrazione e Integrazione. Nell'ambito di tale Programma, il Ministero dell'Interno, Dipartimento per le Libertà Civili e l'Immigrazione, ha promosso delle azioni dirette ad affrontare le cause delle migrazioni. A tal fine, sostiene dei progetti che prevedono collaborazioni internazionali e/o cooperazione ed assistenza ai Paesi terzi in materia di immigrazione ed asilo, allargando il raggio d'azione anche verso alcuni Paesi di origine dei flussi migratori che investono il Nord Africa. Nell'ambito del suddetto Programma, l'Istituto di Ricerca su Innovazione e Servizi per lo Sviluppo del Consiglio Nazionale delle Ricerche (IRISS-CNR) ha ottenuto un finanziamento per la realizzazione del progetto "Innovazione nella società: percorsi formativi e valorizzazione del capitale umano in Sudan" (INSO). Il Progetto promuove lo sviluppo socio-economico del Sudan, aerea di origine, di transito e di destinazione dei flussi migratori, potenziando l'acquisizione di competenze, sostenendo la crescita professionale dell'individuo e la sua integrazione nel mercato del lavoro. Il programma di formazione previsto, grazie soprattutto alla collaborazione con le istituzioni locali, costituirà il principale strumento per il trasferimento delle competenze e la creazione di reti territoriali ed extraterritoriali. Il percorso formativo è rivolto a circa 150 partecipanti tra studenti delle università sudanesi, professori universitari e funzionari del Ministero dell'Educazione Superiore e della Ricerca Scientifica del Sudan. La durata del progetto è di 21 mesi. Gli obiettivi specifici del progetto: oRafforzare il know how degli studenti iscritti ai programmi universitari di "Computer Science" ed "Information Technology", per contribuire a dare una risposta agli attuali bisogni della società sudanese e favorire l'inserimento lavorativo; oAffiancare i professori universitari nell'ambito della loro azione di orientamento professionale ed i funzionari del Ministero dell'Educazione Superiore e della Ricerca Scientifica del Sudan al fine di creare stabili relazioni tra le università ed i contesti amministrativi ed imprenditoriali locali; oPromuovere esperienze pratiche nel Paese mirate all'inserimento lavorativo degli studenti, attraverso il sostegno delle autorità accademiche e ministeriali. Articolazione del progetto Il percorso formativo, è articolato in: oWorkshop rivolti a studenti provenienti dalle Università pubbliche e private sudanesi, iscritti ai corsi di "Computer Science" ed "Information Technology", che già offrono delle occasioni lavorative, su temi complementari connessi ai bisogni dei settori amministrativi e/o imprenditoriali locali. Essi si svolgeranno sia direttamente a Khartoum che a distanza, mediante una piattaforma e-learning; oModuli formativi condotti presso l'IRISS-CNR ed il CAP rivolti a professori universitari, responsabili dell'attività di orientamento professionale ed incaricati d'instaurare i rapporti con le aziende locali ed ai funzionari del Ministero dell'Educazione Superiore e della Ricerca Scientifica operanti in questo ambito. Tali moduli amplieranno gli orizzonti dell'orientamento professionale per dare luogo alla formazione di una rete di Dipartimenti di Orientamento Professionale-Pedagogico; oStage presso uffici governativi pubblici e aziende locali.
