We argue,that for different orders of reasons the possibility of hostilities in the outer space, presently pursued by the superpowers, is not advantageous for them and positively endangers the legitimate interests of the third countries. we submit that a treaty banning from space weapons of any kind and excluding hostile activities against any spacecraft could on the contrary decrease the international tension and favour the civilian exploitation of space. In our opinion such a treaty should in addition recognize explicitly the legitimacy of any non-aggressive activity in space, including surveillance and remote sensing.
