The present document is meant to briefly report the development of the tool supporting large-scale cross-sectorial flows optimization. Theoretical background and general framework of the optimization model is elaborated and is intended to deepen concept and to show the preliminary results. The prototype is described in detail and it is implemented on an application case to demonstrate its applicability. In other words, the application case shows how applying the bi-level optimization will affect the production units and what are the incentives for the organizations to collaborate in a symbiotic environment. Given the nature of the result, a short description of the features and the functionalities are provided, to demonstrate its achievement. Furthermore, the realization of the model on the software is explained to clarify the path through which the results are obtained.
