The chief concepts behind a language for the development of software systems involving collaboration of coupled heterogeneous computers are presented. Assuming the presence of a basic message transport system, the language supports top-down construction of a software layer to provide more complex services for the user. The language is characterised by a three-level structure, intended for the user, the system programmer who defines the detailed rules for data exchange, and the final implementor of the code, respectively.
