According to the EU Commission's suggestions, a deliverable on the project's ethical issues concerning the dual-use technology has been prepared. The present deliverable constitutes a Guideline defining the procedures to monitor and handle the potentially Dual Use (DU) items by a Guideline, as well as verifying project products or deliverables that contain potential DU items. According to Article 19, par. 1 of the Regulation (UE) 1291/2013 establishing the Programme H2020: "All H2020-funded projects must avoid such misuse and comply with the numerous international, EU and national laws that address concerns relating to potential misuse of materials, technologies and information. If beneficiaries breach any of their obligations under the Grant Agreement, the grant may be reduced or terminated" The ethical principles may be defined as those protecting the fundamental interests, provided by EU law, with respect to the research and innovation activities. Among others, the following fundamental interests are protected within the European legal systems, especially in relation to such research activities: o Human rights (art. 6 TEU; art. 1 EU Charter; in particular, with respect to the protection of personal data, see art. 8 EU Charter and art. 16 FEU; see also the Convention for the Protection of Human Rights and Dignity of the Human Being with regard to the Application of Biology and Medicine: Convention on Human Rights and Biomedicine (ETS No 164) opened for signatures on 4 April 1997 in Oviedo). o The rights of vulnerable persons (Articles 24, 25, 26 EU Charter) o The respect of the beginning of human life (Article 18, para. 1, Convention of Oviedo) o Ethical standards in relationships with Third Countries o Integrity of Genetic Patrimony (Article 3 EU Charter) o Protection of the Environment (Article 37 EU Charter) o Wellbeing of animals (Article 13 EU Charter) o Security
