The work described in this document was developed within the strategic project of the Italian National Research Council (CNR) "Information Technologies for Public Administrations"; it is part of theme n. 1 - "Protagora: evaluation methods and tools for Public Administrations". This document contains an analysis of methods used to define technical specifications and to evaluate supplier's proposals with evidence on criticai aspects, hidden implications and their influence on procurement processes. It also contains guidelines and suggestions to improve the overall quality of those processes.
