Following the European Council agreement on the overall EU budget 2021-2027, a preliminary analysis is provided , comparing the 27th of May European Commission proposal1 with the 21st of July Council decision2. The framework is structured along two main streams: the Multiannual Financial Framework (MFF) and the Next Generation EU (NGEU) containing the Recovery measures.
