This report is related to the activities on task T4.1 and focuses on the identification and clustering of the Key Horizontal Issues (KHIs) related to policies, standardization, infrastructures, and capacities that can arise through technologies' disruptions and the Strategic Research and Innovation Agenda developed in WP3. To assure a cross-cutting approach, major horizontal issues for policies definition and capacities development were identified, as well as the necessary infrastructures to support the future European SCs. The following KHIs were identified: 1. Standardization 2. Regulatory framework 3. Training and education for skills gaps 4. International agreements 5. Incentives and funding schemes 6.
