The randomness of disasters and incidents tests the ability of communities to protect their population, reduce damages and react and it requires real-time measures. This project focuses on earthquakes starting from an existing plan realized in collaboration with the Indiana Department of Transportation. Earthquakes need a coordinated and efficient response to mitigate their negative impacts. Preparedness against earthquakes entails a pre-disaster planning aspect and a post disaster operational aspect. The first objective of this project is the identification of a sub-network in the seismic Vincennes District of southwest Indiana, whose routes provide the quickest response to most of the population in case of an earthquake. The second objective of this report is in the operational context: dinamically rerouting first responders when part of a route is unavailable after an earthquake.
