This paper provides an in-depth analysis on sustainable finance in Italy linked to the EU Regulation 2020/2088 on European Taxonomy. Analysis focuses on the connection between the European economicfinancial guidelines and the climate neutrality settled by the Paris Agreement of 2015, that inspired the European Green Deal of 2019. An overview on the level of knowledge and adoption of sustainable investments by Italian families is provided by analysing official data. In this perspective, the recent European legislation (Taxonomy and SFDR Regulation) is considered a milestone for the promotion and dissemination of sustainable finance in Italy as well as Next Generation EU, InvestEU and Fit for 55 programmes are useful to the creation of synergies within the economy to achieve climate neutrality by 2050. The Social Investment Agenda is an initiative focused on the promotion of social impact investments in Italy and is currently engaged in consultancy activities on European taxonomy. In conclusion, considering the recent regulation, the paper highlights the opportunities and threats of the taxonomy framework and proposes some items for a potential national survey.
Il contributo fornisce un approfondimento sulla finanza sostenibile a partire dal contesto italiano e dal Regolamento UE 2020/2088 sulla tassonomia europea. In particolare, viene evidenziato il collegamento tra gli indirizzi economico-finanziari dell’Unione e gli obiettivi climatici legati all’Accordo di Parigi del 2015, di cui è permeato l’European Green Deal del 2019. Attraverso analisi sui dati disponibili si offre una panoramica sul livello di conoscenza e di utilizzo di investimenti sostenibili da parte delle famiglie italiane. In tale prospettiva si introduce la recente normativa europea (Tassonomia e Regolamento SFDR) quale elemento di promozione e diffusione degli strumenti di finanza sostenibile in Italia ed i programmi legati al Next Generation EU, InvestEU e Fit for 55, che mirano alla creazione di sinergie in campo economico per raggiungere la neutralità climatica entro il 2050. La Social Investment Agenda è una delle iniziative che in questo campo si distingue per la promozione dell’impatto sociale negli investimenti ed è attualmente impegnata in attività di consulenza sul tema della tassonomia verde. In conclusione, si traccia un bilancio della recente regolamentazione, evidenziandone opportunità e minacce e proponendo alcune linee d’indagine.
