This Deliverable describes the protocols underpinning the design and early implementation of the Online Research Panel (ORP), as an innovative service developed by the FOSSR project. It details the ethical approvals obtained, the GDPR-compliant data-protection architecture, and the operational workflow adopted to reach 10,000 panelists (adults residing in Italy) – plus 1,500 in reserve – through a multi-phase, double-opt-in recruitment process. A calibrated sampling scheme balances geography, gender, age, and educational attainment, while CAWI instruments with built-in quality checks ensure high data accuracy. The document also introduces the core longitudinal survey to be launched once recruitment is complete, and outlines the future integration of ORP services into the FOSSR Open Cloud, which will provide external researchers with streamlined, secure access to anonymized datasets and survey-commissioning tools. Together, these measures lay the foundation for a robust, transparent, and openly accessible infrastructure that advances empirical social-science research in Italy.
