Mission 4 – Component 2 of the National Recovery and Resilience Plan represents one of the most significant initiatives for strengthening the national system for research, innovation and technology transfer. Investment lines 1.3, 1.4 and 1.5 aim to create extensive partnerships, enhance research infrastructure and build innovation ecosystems capable of fostering cooperation between universities, public research bodies, businesses and local areas. In this context, administrative management and reporting play a strategic role, as they ensure the proper use of European resources and the achievement of the targets set by the European Union. This report analyses the main aspects relating to the governance of PNRR projects, with particular attention to the parties involved, administrative obligations, monitoring procedures and control systems required by national and European legislation. It also examines in depth the cross-cutting principles that characterise the implementation of the PNRR, including compliance with the DNSH principle, gender equality, administrative transparency and the adoption of IT monitoring systems. The report highlights that reporting is not merely a matter of complying with accounting requirements, but an integrated process of managing, monitoring and evaluating project activities. The quality of administrative documentation, sound financial planning and the organisational capacity of the implementing bodies are essential factors in ensuring the effectiveness of investments and the long-term sustainability of interventions.
