The problem of deforestation in Southern Italy increased with an unprecedented speed from the second half of the 18th century onwards, causing severe damages to the environmental equilibrium. From the Napoleonic period, however, a new set of legislative measures was introduced in order to protect and preserve the woods. But State control was fiercely opposed to by landowners and communities.Object of this work is the reconstruction of the debate which, during the Neapolitan Revolution of 1820-21, led to the introduction of a new permissive legislation allowing to clear for tillage the woodlands. This new legislation represents a specific, albeit short, historical phase in the relationship between the State and the problem of woods and in the non-linear evolution of an environmental conscience.
