Er3+ / Yb3+-codoped silica-titania planar waveguides were prepared by rf-sputtering technique. The waveguides support one mode at 1550 nm. The optical, spectroscopic and structural properties were investigated with several techniques such as SIMS, EDS, Raman and luminescence spectroscopies. The 4I13/2 luminescence of Er3+ ion and the relaxation dynamics were studied as a function of the Er/Yb and Si/Ti concentration. An attenuation coefficient of 0.4 dB/cm at 632.8 nm and a lifetime of the metastabile state of 7 ms were measured for samples with titania content lower than 6 mol% and a molar ratio Yb/Er =2 (1 mol% Er).
