Abruzzo earthquake 2009: reconstruction plans "Area omogenea 4" The reconstruction plans required by law 39/2009 but, more importantly, the subsequent implementation measures, resulted in serious delays in the "reconstruction" of historical centers less damaged, which constitute the majority of those affected, who, after four years earthquake in 2009, still does not see boot. However, since these plans have now reached or final approval or will be soon, as tools that dilatory, must now be used in a positive way, including through appropriate "simplifications", dictated by the new regulatory framework and governance introduced by Law 134/2012 which also willing to overcome the emergency phase, even if, in reality, all the post-earthquake, they are in an exceptional setting, must be regarded as emergency until the end of "reconstruction." In this context, the reconstruction plans of the municipalities of homogeneous 4, developed by the University of Padova and CNR ITC L'Aquila, they tried to make the reconstruction realistic and applicable in practice with the aim hoped to be able to make up for lost time.
