The goal of improving the quality of normative knowledge is not new in the development of legal informatics, but the concepts has changed its meaning from the 80s, influenced by the changes in perspectives and in expectations towards ICT potentialities, but also conditioned by the evolution of of social reality, mainly by the more pervasive interest of citizens in participating and controlling policy making. The methodological change has shifted the analysis of formal representation models of the norms to the reconstruction of the complex structure of law.
