The issue of the meaning of the Constitutive Unit in the Federations and federal political systems in Europe, the European Union itself, a prime example: perhaps the most relevant case study, both for the fact that it is the only real process of aggregation of states sovereign in which the federalist thought exerts a strong influence; both the political role - cultural that Europe still plays in the Western world; and it is also due to the process of economic globalization that has changed the perception of the economic and financial amounts (goods and capital) that move the world. Compared to these three aspects, Europe is still looking for its identity and its place in the global system that depends on the positions of Member States, so it is useful to look at the prospect 'Federation (the EU) in terms of federated State ". In this sense, the current crisis conditions, it puts you in a state of tension the European institutional framework with respect to the role of Member States, once again, more clearly, the question of uniformity / unification, which would involve the transfer of more powers EU, compared to that of multiplicity / differentiation, which would found the claim of the Member States to retain as much as possible expertise, subtracting Union. In the crisis, in fact, the right balance between the prevalence of a central policy and Member States' ability to satisfy their own national interests (or their national egoism) is hard to be achieved.
