This study is aimed to the development of GIS-based tools and methodologies targeted to the management of hydrogeological risks and to the definition of a Civil Protection Plan. The study is completely framed within an agreement between a consortium of communes in mountain areas (Tirano, Central Alps, Italy) and the Institute for the Dynamic of Environmental Processes of the National Research Council (CNR-IDPA) of Italy. At the beginning, the methodology has been applied to a restricted portion of the study area, identified as a potential risk scenario, considering the organizational structure of the local Civil Protection, really working within each mountainous municipality in the field of prevention of hazardous events and of mitigation and management of their physical effects.
