This paper presents a predictive low-bit rate videocoding algorithm suitable for videophone, teleworking and video-conference. The interframe motion compensation is improved by exploiting the scene background luminance which allows first order prediction. The kernel of the coding system is a new object-oriented segmentation algorithm based on a three state image model and multiresolution deterministic optimization. The previously decoded image is extrapolated using simple fuzzy rules in order to be used as predicting image in the standard H.267 coding algorithm.
