A kinetic approach to the derivation of the particle and energy fluxes in a stochastic plasma is described, taking into account a full spectrum of particle velocities. Sometimes low v(parallel to)'s are considered to have negligible importance in the evaluation of the transport coefficients. We show that their contribution can be relevant throughout the plasma, not only in the colder peripheral regions. An application to the reversed-field pinch configuration is presented.
