The huge literature produced recently on the smart city agrees that one of the essential fields to rely on in order to improve the "smartness" of a city is the rationalization and reduction of energy consumption. For what concerns Italy, although a great work has been carried out in this sense on the building scale, there is a scarce development on the actions to be implemented on the urban scale by means of the planning tools. Starting from this observation, and from the wide bibliography available on smart city, this paper carries on with the analysis of the Italian laws on energy planning. In the following section, in the light of some recent municipal energy plans, the main lines of interventions are found, which could be adopted in the urban plans. Finally, the last part contains the conclusions showing how the tolls of territorial governance could effectively integrate strategies and actions for energy saving.
