What does a Strategic Plan represent if not an attempt to foster local culture through a number of activities? The preparation of the Strategic Plan is a first activity with the goal to give voice to local needs within an evolving global context. However, this first "cultural" goal is achieved only when public participation and procedural transparency are guarantees during the Plan implementation activities too. In the Metropoli Terra di Bari (MTB) strategic planning for mobility it is necessary to balance short term actions with long term ones, big infrastructural interventions with innovative and organizational activities. In order to generate a "strategic planning" culture, interventions on mobility, from the one side, should obtain immediate successful results by both improving transport services and reducing polluting agents, and from the other side should start a longer term implementation of road, rail and ports' systems. The vision of the Strategic Plan for MTB on sustainable mobility up to 2035 is compared to indications contained in the Green Paper "Towards a new culture for urban mobility" and in the Action Plan for Freight Transport Logistics, both prepared by the European Commission in 2007, that is, when the Strategic Plan BA2015 started.
