The CIS Survey is the first large-scale, international survey of innovation that is based on the theoritical approach to innovation described in the 1992 Oslo Manual. This approach emphasises that innovation , defined as the introduction onto the market of a technologically changed product or the implementation of a new process, occurs as a result of an interaction between market opportunities and the enterprise's knowledge base and capabilities , with continuous feedback through all parts of the process.
