We explain that color fluctuations (CFs) in the light-cone photon wave function lead to much stronger shadowing in the coherent production both in the soft regime ( -meson photoproduction) and in the hard regime (J/ photoproduction). We make CF based predictions for the distribution over the number of wounded nucleons \nu in the inelastic photon-nucleus scattering. We show that CFs lead to a dramatic enhancement of this distribution at \nu = 1 and large \nu > 10. Our predictions can be tested in proton-nucleus and nucleus-nucleus ultraperipheral collisions.
