The severity of damage detected on residential buildings of historical centres damaged by 2009 L'Aquila earthquake along with the necessity to preserve their cultural and architectural heritage led to the introduction of new specific procedures to regulate their reconstruction process. The goal of the present work is to investigate on the reconstruction of damaged residential buildings in the historical centres of municipalities within the so-called "crater" (excepting for L'Aquila), from both procedural and technical-economic point of view. Firstly, the reconstruction model adopted to define the public grant (known as the Integrated Model for the Municipalities of the Crater - MIC) is presented, then the statistics related to the characteristics of historical centers are analysed in terms: i) Building Aggregates (namely AE), ii ) Aggregte Minimum Unit (namely UMI), made by several buildings (ED) iii) Isolated buildings (namely ES). A focus is given on the damage detected on buildings (ED) of the UMI by means of the first level form for post-earthquake damage and safety assessment and short term countermeasures, AeDES. Finally, the costs for repair and seismic strengthening of UMI are reported as well as the type of architectonic assets of buildings and their impact on reconstruction costs.
La diffusione e la gravità del danno riscontrato nei centri storici dei comuni del "cratere" danneggiati dall'evento sismico del 2009, sono stati tali da richiedere l'adozione di specifici strumenti di gestione della loro ricostruzione tali da consentire interventi di ampia portata, di respiro urbanistico oltre che edilizio. Lo scopo del presente lavoro è quello di analizzare la ricostruzione degli edifici in aggregato dei centri storici minori, sia in termini procedurali che dal punto di vista tecnico-economico. Dopo aver introdotto il modello di ricostruzione adottato (noto come Modello Integrato per i comuni del Cratere - MIC), si forniscono le statistiche relative alle caratteristiche tipologiche del costruito a tre livelli differenti, ovvero a livello di i) Aggregati Edilizi (AE), ii) Unità Minime di Intervento (UMI) costitutite da un Edificio Singolo (ES) o più EDifici (ED) , iii) Edifici Singoli (ES). Particolare attenzione è posta all'analisi dell'entità del danno degli ED che costituiscono le UMI rilevate mediante la scheda di primo livello di rilevamento danno, pronto intervento e agibilità, AeDES. Con riferimento alle UMI si forniscono dati relativi ai costi di riparazione e di rafforzamento sismico e si analizzano le problematiche tipiche degli edifici in aggregato, quali ad esempio la presenza di elementi di pregio e la loro incidenza in termini di costi di ricostruzione.
