The first draft texts of the CRPD included an article to protect the home and family of persons with disabilities in line with Rule 9 of the Standard Rules on the Equalization of Opportunities for Persons with Disabilities of 1993. The original proposals on Article 23 also mentioned the right to privacy, then regulated in a separate provision (Articles 22). Article 23 covers a wide range of rights and obliges States Parties to take effective and appropriate measures to eliminate discrimination against persons with disabilities in all matters relating to marriage, family, parenthood and relationships, on an equal basis with others.
