The establishment of the National Research Council of Italy (CNR) in 1923 was the culmination of a long process that had begun with the First World War, characterised by the dominant ideology based on the practical value of science and technology, that placed at the service of industrial development and the primacy of the Nation. The enhancement of inventions played an important role in that climate, as shown by the examination of the papers kept at the State Central Archives of Italy (ACS): CNR in 1933 promoted the birth of the Central Commission for the Examination of Inventions (CCEI), that later became a body of the Institution and in 1941 was transformed into the National Institute for the Examination of Inventions (INEI). The most prominent Italian scientists and technicians of the time were involved in the complex process of evaluating hundreds of devices and experiments submitted every year: with the support of ANFI (National Fascist Association of Inventors), CCEI and INEI from 1 July 1933 to 30 June 1942 examined over ten thousand proposed inventions, launching the practical implementation of some of them.
L'istituzione del Consiglio Nazionale delle Ricerche nel 1923 fu il punto di arrivo di un lungo processo iniziato con la Prima guerra mondiale, caratterizzato dal dominio di un'ideologia basata sul valore pratico della scienza e della tecnica, da porre al servizio dello sviluppo industriale e del primato della nazione. La valorizzazione delle invenzioni giocò un ruolo importante in quel clima, come risulta dall'esame delle carte conservate presso l'Archivio Centrale dello Stato (ACS): il CNR nel 1933 promosse la nascita della Commissione Centrale per l'Esame delle Invenzioni (CCEI), che in seguito divenne un organo dell'Ente e nel 1941 fu trasformata in Istituto Nazionale per l'Esame delle Invenzioni (INEI). Gli scienziati e i tecnici italiani più importanti dell'epoca furono coinvolti nel complesso iter di valutazione di centinaia e centinaia di trovati ed esperimenti presentati ogni anno per ottenere un giudizio di merito: con il supporto dell'Associazione Nazionale Fascista Inventori (ANFI), la CCEI e l'INEI esaminarono dal 1° luglio 1933 al 30 giugno 1942 oltre diecimila proposte di invenzione, avviando parte di esse verso la realizzazione pratica.
