The national deficit and debt need to be contained, also in the wake of changes in the demographic structure of the Italian population, is decreasing the role of the State in the field of social security. The recent drastic reduction in the Italian funds for social policies leads us to a serious and in-depth reflection on the future of assistance to people, especially those who are not self-sufficient. The research conducted and presented in this work aims to contribute to the advancement of knowledge about insurance cover in the welfare sector In a context marked by a contraction of the resources allocated to social policies, the future Welfare of insurance is crucial: is a policy area with strong interdependencies and multi-level governance. In this context, the decision-making and strategic process is complex, with interconnected governance mechanisms between the public and private actors. The result obtained confirms that insurance instruments are one of the most powerful mechanisms for measuring, controlling and reducing risk at various levels, with benefits and advantages for policyholders. These considerations lead, therefore, to believe that insurance industry will be able to play a leading role in the future in supporting the State's action on several fronts, through a synergistic public-private cooperation (in a Win-Win logic), has still to be upheld, releasing public funds and improving the management of private resources.
