From Malta Convention to Florence Declaration, it is clear that there is no heritage management without laws, public policies, well-trained professionals, and adequate public interest to heritage conservation. It is important to establish an active role for communities within formal planning/management systems giving the community a voice within conservation decision-making processes. To that scope, there is a need for investigating the role of underground heritage in the different national planning systems (statutory planning). Heritage management is moving away from top-down and centralised decision-making toward concerns for social inclusion and involving local stakeholders in dealing with their cultural landscape.

Abstract
