The definition of a regulatory approach for cybersecurity investments requires the contribution of the policy maker and of the regulator. After having decided the objective to pursue, they may adopt a wide range of options in the waste catalogue of regulatory instruments. However, they have to follow the right sequence of decisions, suitable to their general regulatory framework. The presentation, after a quick overview of principles and tools, presents this sequence of decisions, in both the Cost plus framework and the Performance based one.
