La réussite d'approches innovantes dans les projets de coopération internationale pour le développement rural, réside non seulement dans les actions concrètes réalisées au niveau local, mais aussi dans un bon niveau de pénétration du numérique et de la formation. Dans un pays comme le Sénégal, qui connaît une croissance rapide en termes d'infrastructures numériques, il existe encore une disparité considérable entre les zones urbaines et rurales. Le projet PPAT&RD s'inscrit dans ce contexte et relève le défi, rendu plus complexe par la pandémie de Covid-19, en formant des conseillers rizicoles pour apporter une assistance technique directe aux rizicultrices des 23 vallées de Casamance. Pour soutenir le travail des conseillers et leur formation, le projet visait à développer et à promouvoir la synergie des outils sociaux et de divulgation, (pages Facebook, groupe Facebook, profil Twitter, chaîne YouTube, site de projet), des outils de communication (groupes WhatsApp) et de la collecte de données (KoBo Toolbox- KoBo Collect). Les activités promues ont été affectées par la fracture numérique tant au niveau de la couverture du signal mobile/internet, qui faisait défaut sur 60 % du territoire des deux régions d'intervention (Sédhiou et Kolda), qu'au niveau de la composante purement humaine, en termes de prédisposition à l'utilisation des outils proposés et de compétences techniques possédées. Cela est également confirmé par les 14 questionnaires proposés (pour le total de 4 652 formulaires complétés) au cours de deux campagnes agricoles, pour lesquelles la réactivité à la collecte de données en termes de temps et d'exactitude des données envoyées, en particulier pour quels caractères agrotechniques, n'était élevée que pour 6 sur 23 vallées. Il s'ensuit que l'approche numérique à l'appui des activités sur le terrain a un bon potentiel de mise en oeuvre et de développement, si elle est adaptée aux réalités spécifiques du territoire, en tenant compte du facteur humain. Le transfert de technologie et de connaissances avec participation active et implication des acteurs locaux, peut jeter les bases d'un résultat efficace et durable.

This is also confirmed by the 14 questionnaires submitted in two agricultural campaigns for a total of 4652 completed forms, for which the responsiveness to data collection in terms of time and accuracy of the data sent, in particular for which of agrotechnical characters, was only high in only 6 out of 23 valleys. Ultimately the digital approach in support of field activities has a good potential for implementation and development, if it is adapted to the specific context of the territory, when taking into account the human factor. Technology and knowledge transfer, along with active participation and involvement of local actors, can lay the foundations for an effective and sustainable outcome.
