Considering that earthquakes are not only a natural phenomenon, but also a cultural one, the natural component represents a chance to highlight fragile relationships among communities and the landscape (Albarello, 2011). Italian risk management policies based on public emergency actions are driven by economic compensation and physical rehabilitation, ignoring a strategic planning and prevention vision (Galderisi et al., 2020).
