This paper aims to analyses the spatial effects generated within the metropolitan area of Naples due to the cataloguing process of Urban Creativity Territorial Systems (STECU). The initiative was promoted by the Ministry for Cultural Heritage and Activities, commencing in 2018. This study examined the role played by the Ministry in producing new rhetoric and practices in certain peripheral neighborhoods. It is hypothesized that the Ministry, by promoting the cataloguing of street artworks, initiated an unprecedented process of enhancement in four areas of the city that were previously considered marginal in the public representation of the city. It is also theorized that the cataloguing action served a dual spatial function rhetoric of decorum and urban regeneration and contributed to a heritage process. The findings of this study suggest that the Ministry’s initiative has contributed to a significant improvement in the public image of the city, with a particular focus on the previously marginalised areas. Additionally, the study highlights the role played by the Ministry in promoting urban regeneration and creating new cultural heritage.
