Free access to a norm via Internet cannot ignore dealing with practical modes of application, on which all legal knowledge about specific topics is founded. Necessarily, they involve legislation, jurisprudence, local practices and legal authority. To precisely reconstruct all the information relating to the functioning of the State and its peripheral administrations is a very arduous task. Legal information needs integration of two different approaches in a bidirectional knowledge route: from "specific behaviour" ("how do you do it?") to its normative justification ("based on which norms?"). All the considerations mentioned above have been made on the basis of a precise working methodology and its related technical solutions to the implementation of increasingly easy, aggregate, complete, updated and innovative accesses to the services supplied by the public administrations.
