This paper examines the evolution of preventive archaeology in Italy, proposing a shift from bureaucratic routines to participatory territorial planning. It highlights the proactive role of Public Research Bodies, specifically the ISPC-CNR (Archaeological Mapping Laboratory), within the Ugento (LE) case study under the PNRR Project CHANGES. The ISPC-CNR serves as a strategic stakeholder, managing the complexities of “archaeological incidents” through synergies with local administrations and heritage authorities. By adopting the principles of the 2005 Faro Convention and public archaeology, the Institute promotes a model of integrated conservation. The research demonstrates how scientific inquiry can drive urban regeneration and social cohesion, transforming archaeological data into shared value. Ultimately, the Ugento case illustrates how preventive archaeology fosters sustainable development by ensuring accessibility, inclusivity, and social responsibility for heritage communities
