Abstract

Several factors contribute to the static nature of forest production in Italy: the supply fragmentation, the landowner inertia, the economic nature of public good of many products and services provided by forests, the lack of governance and cooperation. Generally, the increase of forest service demand and the gradual abandonment of many mountainous lands have caused a great decrease of forest production and significant changes in land management. Only in the coppice system, mainly for oak, the levels of wood production has remained relatively high. In this paper, these factors are analyzed by means of the recent statistics. On the basis of market products and services related to forest management, the key aspects of the socio-economic impact of forestry products are highlighted. Some ideas on sustainable exploitation and organization of the production chain are also discussed. The sustainable management is not in conflict with the productive use of forest resources, but the forest owners must be able to accept the challenges coming from social, economic and cultural changes. Moreover, the strategies to guarantee an effective supply of forest products and services requires appropriate business skills and the presence of a structured business services. It is also essential a transparent market. In this perspective, the introduction of standards (like those by forest certification schemes) to assess sustainability is very important. They can also add value to products and services and emphasize the importance and complexity of the forest sector. In conclusion, the implementation of sustainable forest management by the local authorities, private owners, forest cooperative, is conditioned by the availability of appropriate planning tools and incentives for forestry activities conducted in accordance with a logic of sustainability. Moreover, the public officers are called to a change of mentality and functions to stimulate and support business capacity of forest owners, who are able to exploit the resources of remote areas. In this perspective, forest technicians have a relevant responsibility to support the system, while the university system should be able to adequately prepare the forest professionals.
