Within the national and international regulation for environment protection, Marine Protected Areas (MPAs) play a crucial role as they should lead to the creation of a legal regime for a sustainable protection and exploitation of marine areas. However the protection could generate conflicts in the use of marine resources. In order to avoid these trade-offs it is important that localisation and zoning processes take into consideration the needs of different stakeholders: a correct zoning determines the concrete possibility for a successful protection of the area. The paper analyses the issues related to the protection of marine environment through the MPAs and the problems connected with their zoning, both from the regulatory and functional points of view. By analysing the regulatory framework for environmental protection the paper focuses on local and international aspects related to the protection of the marine environment. After the study of existing models, an alternative method is proposed: the Criticality Analysis Method (CAM). It aims at highlighting the motivations for potential conflicts, making the protection opportunity criteria crucial in the decisions related to where and how establish a MPA.
