In this paper, the impact that the choice of the target value for the signal-to-interference ratio of the power control algorithm has on the performance of a time division code-division multiple access (TD -SCDMA) cellular network has been evaluated. We have considered a scenario with both voice and data users and used a very complete simulation tool taking both link and system-level issues, propagation, the main radio resource management procedures into account and considering both uplink and downlink.
