Different factors have led the European Community to propose new types offishing agreements to developing States. These agreements go beyond a simple of exchange of fishing rights and financial resources and include greater cooperation with the aim of restructuring the fishing sector. Despite this innova/ive approach, EU external policy is still somewhat incoherent and tends to protee/ the status quo.
