The OECD 2007 Report "Giving knowledge for free: the emergence of open education resources highlights the importance of "open educational resources" for education and training". The term "open" refers to free resources for education. Moreover, the concept of "open" includes the possibility for professionals to modify and shape resources according to the context to make them pedagogically effective. Finally this concept refers to the adoption of ad hoc mechanisms for the protection of intellectual and economic property connected to the use of such resources according to the current legislation. The OECD report points out that the ever growing number of schools and universities in Europe and across the world that share open digital educational resources through the internet has not been sufficiently supported at national level. The CNR Institute for Educational Technology-ITD has been carrying out research work on Open Educational Resources within the Leonardo da Vinci EC project named SLOOP (Sharing Learning Objects in an Open Perspective, www.sloopproject.eu) with the following outcomes: - the design of an Open Educational Resources model in accordance with international standards adopted by Italy with reference to online learning, e.g. SCORM; - the implementation of the FreeLOms portal for the management of Open Educational Resources.
Il progetto SLOOP è finalizzato a promuovere e agevolare il ricorso - da parte di scuole, college, università, centri di formazione professionale, di singoli docenti/formatori e in genere di tutti coloro che intervengono nella progettazione ed erogazione del percorso formativo - all'integrazione della formazione in rete e della formazione sul lavoro con la formazione in presenza. Tale integrazione, infatti, permette di migliorare l'efficacia dell'intervento formativo aumentando le possibilità di personalizzazione e individualizzazione dei percorsi, ampliando le possibilità di sostenere l'apprendimento attraverso materiali didattici in rete e rapporti con il docente/tutor e con il gruppo dei pari senza vincoli di tempo e di spazio. Per raggiungere tale scopo il progetto ha realizzato i seguenti obiettivi: 1)la definizione di un nuovo modello di Learning Object (Oggetti di Apprendimento) rispondente a standard internazionali (relativamente a caratteristiche pedagogiche e tecniche, modello dei metadati, etc..), tale modello è stato indicato con il termine Open Learning Object (freeLOms) 2)la realizzazione di un management system per la produzione, modifica, utilizzo di Open Learning Object, 3)la produzione di collezioni di LO utili agli insegnanti per la propria professione e per predisporre percorsi in rete per i propri studenti.
